3 coats primer, (only after sanding, or sandblasting) 3 topcoats, let cure for 2-3 days, then put on car... thats my way of doing it...

    Do they make high-heat primer?

If not...just go with a high-heat enamel paint, and make sure the covers are nice and clean of dirt/oil before you start painting anything...

there is a high heat primer out there. but any kind of enamel type is just as good, im just set in my way of painting lol. just either bake it on after a few hours of applying (150 o @ 1 1/2 hours) or let cure on its own for a few days.

I did this recently, i had the covers sad blasted, level the metal out with a bit of sanding, can't remember exactly what grits, then used an etch primer, 2 coats, primer surfacer, 3 coats, and then three coats of color. Also the paint i used was high temp paint that cures as you run the car so about after an hour when it's dry too touch, put em on and drive your car around for a bit at first, then forget about em, the heat from the running engine cures the paint. Mine still look as good as the first day i out em on.

Note, when bolting them back down, it's a good idea to get new rubbers, so you don't rip off the paint.

500 will be more than enough, and in answer to your last question, masking tape... and lots of it....

    so....
sand it down ( or sand blast if i can) , primer, paint whole cover, wait to dry, masking tape over whole thing then cut out letters and spray them desired color.

Most powder coating shops sandblast, or just look up "sandblast" in your area on googlemaps or something.
