i've never had a toyota jump base timing unless the timing belt jumped. and as for reshimming the valves...i just don't see where that is cost effective, ya know? I would see it if it were a custom built motor, aspirated, raced but not for a bone stocker.
the mechanic thought maybe that if the cam wore down, the previous owner's mechanic may have advanced the timing or something like that, if that's the case. any idea what a shim fix would cost if that was the problem? (parts, no labor)
pyro, mafix is right you dont want to have to adjust the shims besides thats just a patch as to whats wrong...you will only know by pulling the valve cover and looking at the lobes on the cam mafix i was only stating that they are adjustable, though it is time consuming and a p.i.t.a
