   im asking because the top part came off and the spring when i was driving(i think) cause i just found it lying in my engine bay.

   I was wondering the same thing because on the write up for the cruise control removal that part was shown but I don't have it on my car.
   
   My guess is it has something to do with the A/C given mine has been removed.
