Is there a relatively easy way to test if the TVIS is actually working? I've heard the "you should feel a kick in the ass" method, and tried it, but I haven't noticed any difference while accelerating through the RPM band (I even hit the limiter, to no avail).

    Any suggestions?

TVIS should kick at about 4200 rpm or so. you'll hear a change in the exhaust and a little kick in the ass. it is entirely possible that it has a problem. check that and replay back when you're done testing.

see if the tvis valve is connected electrically. then check the vacuum lines and make sure they are not broken or anything.

if none of that works then remove the intake manifold and the tvis plate. make sure all the butterflys are intact. post up what you find from there.

well right now I dont think my Tvis is working, I have good power at higher RPM but not at lower. Though right now I have the bigger issues of repairs: I spun out and hit a snowbank last night, front lip and drivers quarter possibly toast, lost the drivers front mudflap too, searching for it today.

what are the odds of t-vis going down on an 89 with 214k? I hate not being able to drive it, all i can do is sit and worry. I also fond a tiny pool of oil on my garage floor after 3 weeks of it sitting, not a lot, just a 20 dollar bill sided area if u added the 3 spots together. I think its coming from the drain plug actually, how big of a problem would this be considered?

tvis is a vacuum operated device. any age on the lines could cause tvis to not owrk. typically the valve doesn't go bad. they are also known to have the butterflys come loose!
oil leaks are bad no matter how minor they may be. fix them and quit measuring how bad it's leaking with more money then it takes to fix it.

I was refering to the size of leak, it bill sized, not the price or anything

    i know, i'm just funnin a little.
sounds like the oil drain plug gasket.
something new i've learned...appearently toyota dealerships are supposed to change the fiber plug gasket every oil change!

Gotta love the little *Non-Reuseable Part.

I learned about that stupid fiber gasket as well. Autozone sells a nylon replacement one that works well.
