it's a vacuum line. i can tell because of the pinch clamp. perhaps it's to the power steering pull off valve. does your car idle up or down when you turn the wheel while not moving?
my power steeling is always making noise it seems. This seems like a promising fix to my problem. Ill look more closely tomorro. thanks!
