You are thinking the bumper skin meph, its held on by a bunch of small rusty bolts.

The bumper itself is held to the frame on the car by bolts, big ones (not screws). They are under the rubber plugs under the carpet. You might need some serious torque to loosen them - say a breaker bar or an impact - they can be quite seized up or rusted.

Yeah lol :D there are 4bolts in truck under the rubber plugs that you have to undue, then the bumper just slides out..

be careful though. don't wanna strip the bolts and then never be able to get it off. then you wont be able to get the aeroform kit. then you will have to sell your celica, leave this forum and buy a honda. BUY A HONDA!!!!!!!!! or not :envy:

If they are badly seized the weld nuts will break off the bumper support while you're trying to loosen the bolts. So use penetrating lube like WD-40. Spray it on, let it sit a day, spray again, let it sit, then try to loosen the bolts.
