Timing degree spec?

Hi anyone know timing degree spec while at idle? At the harmonic balencer aka crank pulley. I bought a Haynes service Manuel 86-89 my st162 spec came at 800rpm, 0 degrees. I took it to get smoged and passed but guy said my timing degree was retarded by 10 degrees. He said it should be at 10 degrees at idle btdc. He used a timing light to check timing. I rebuilt motor 3 months ago at home and set crank timing degree to 0 tdc like Haynes service Manuel specified. I will admit it ran sluggish till I advanced ignition timing with distributor

IIRC it is 10 degrees BTDC.

I have another question. With the motor off and the cams aligned to the crank and piston #1 up, what degree is the crank pointing at? 10 or 0 degrees? Thanks.

This is old so not sure if you still want answer, but good for records.

When cams are aligned crank should be at 0degrees. This sets the cam timing.
The ignition timing, however should be 10btdc, At 500rpm (with test pins shorted in diagnostics port)
This is done by rotating the distributor.

Anything more than 10btdc can cause pinging on 91 fuel.
